Work on the P 11c project was begun in 1933 by the P.Z.L Company. This aircraft was a development of the P 11a. The prototype was completed and the P 11c made its first flight in 1934. By the end of 1934, series production of the P 11c began at the OKECIE works at the manufacturing rate of one aircraft completed per day. The Polish Air Force took delivery of the first P.Z.L P 11c in 1935 with the final aircraft being delivered by the end of 1936. When the German's invaded Poland in September 1939, the Polish Air Force had 159 P 11c aircraft available to fly sorties against the Luftwaffe. While the Polish Air Force fought desperately and inflicted heavy losses on the Germans, they were eventually overwhelmed by the massive Luftwaffe attacks throughout the country. When Poland surrendered, the P.Z.Ls captured were operated by the Luftwaffe as night fighters and training aircraft.
